EDS is the NHS equality performance framework mandated by NHS England in April 2015. This applies to all NHS commissioner organisations and their larger provider partners. Larger providers includes where the CCG is the lead commissioner and the annual cumulative contract value exceeds £200K.
Each CCG is required to gather evidence which demonstrates: How do local people from protected groups fare compared to people overall [in healthcare]?
An annual public (or staff) grading of CCG evidence is carried out by volunteer, trained local representatives from protected groups and local communities of interest. The grading is made public on CCG website and NHS England EDS national dashboard of commissioner and provider organisations. EDS applies to public and private sector larger provider partners. CCG needs to evidence how it takes ‘due regard’ or deliberate consideration of protected groups in all their planning and decision making processes. An example would include ‘You said. We listened. We did.’ in terms of specific feedback received from local protected group reps about any negative impacts arising from key healthcare changes under early stage consideration by CCG. Decision makers at CCG would then mitigate or re shape services to be more inclusive of protected groups, wherever possible / practical.
The mandated EDS equality performance framework is known as EDS v2. It includes a core set of (18) required Outcomes; 4 Goals; a streamlined annual public, or internal staff grading (Goal 3 only) system; and encourages organisations to use it flexibly and to embrace key local health inequalities.
What is Equality Delivery System?
The first NHS wide equality performance framework was launched by the NHS CEO in November 2011 to all commissioner and provider organisations. It provides a framework to annually measure equality performance evidence for 18 required equality Outcomes, across 4 key Goals (2 for service delivery; 1 for workforce issues; and 1 for inclusive leadership at all levels). It should also provide robust evidence of how your organisation is meeting its PSED (public sector equality duties).
Staff and local communities of interest groups are given training by their NHS to grade this equality performance evidence provided by individual NHS organisations. An annual grading summary dashboard and a report detailing stakeholder feedback to the evidence provided, is transparently displayed on CCG website. Annual public gradings cover equality performance which is: red: underdeveloped, amber: developing, green: achieving, and purple: excelling.

Staff at both NSCCG and SOTCCG graded evidence on 16 May 2017 provided by the Head of Human Resources and Organisational Development. A full report will be presented to the Joint Organisational Development Committee with a request for approval. All evidence provided to EDS staff delegates in hard copy format was also made available on the internal internet shared drives.

Requirement to produce evidence of equality outcomes for protected characteristic groups.
EDS and NHS England are urging all NHS organisations to consider how they ensure they can succinctly evidence health equality outcomes which bring in improvements for local protected groups.
The Equality Delivery System targets the following performance goals over a 4 year delivery cycle up to:
1. Better Health Outcomes for all
2. Improved patient access & experience
3. Empowered, engaged & well supported staff
4. Inclusive leadership at all levels.
EDS calls for evidence of our CCG’s equality performance: ‘how do local people from protected groups fare compared to people in general [in healthcare]?
CCG are also keen to see how their provider partner organisations are embedding and publicly displaying annual performance evidence for the NHS-wide equality performance framework - EDS v2.
CCG work closely with the volunteer EDS stakeholder group to look at evidence of the Goal(s), required Outcomes and priority commissioning areas that CCGs will be focusing on for each annual public grading, linked to CCG equality evidence for the experience of each protected group. Evidence from Inclusion Health groups (eg homeless people; asylum seekers; migrants; people involved in the drugs or sex trafficking industries) should also be included – where there are local concerns.
